Will it actually lather?
Yes. Wet your hair, then run the bar under water for a few seconds to wet it. Rub the bar between your palms until it foams — full lather builds in about ten seconds. Work the foam into your scalp and through your hair like you would liquid shampoo. The technique is the only thing that's different.
What hair type is this for?
